Main project features

The objective of the assignment was to assess overall programme performance and to facilitate the partners’ and Embassy’s (in collaboration with other donors) joint assessment of the fulfilment of POSCIS’s immediate objectives. In addition, the consultancy identified lessons learnt. The purpose of the programme is “to build inspectorate institutions that are ethical, consolidated, professionalised, and capable of effectively implementing inspection, complaint and denunciation handling, and anti-corruption tasks”. Since 2006 the programme has been jointly funded by Sweden, the Netherlands, Canada and Denmark.

Service provided

HN Consultants provided the team leader for the assignment. With support of a national consultant, he was in charge of guiding and conducting consultations with all necessary stakeholders for the preparation of an overall Programme Completion Report and supporting the ten partners (the government inspectorate, four ministries and five provincial inspectorates) in the preparation of their final reports. Both the overall completion report and each of the ten partners’ final report included an assessment of programme performance and lessons learnt.
