Review of Environmental Sector Programme

Main project features:
The objectives of the review were to i) assess the physical and financial progress of the programme; ii) assess the coherence of implementation so far in relation to the overall strategies and objectives of the programme; iii) assess progress in terms of the criteria for “sector budget support (SBS) readiness” in the light of further transition towards SBS by mid-programme as foreseen in the programme document, and iv) propose conditions, options and considerations for formulating support beyond 2015.

Service provided:
HN Consultants provided a team of three consultants to assist the Danish Ministry’s team leader in the assessment and review in accordance with the objectives and to provide recommendations for adjustments.

Review for Disability Organisation

CLIENT:
LEV (Danish disability organisation)

Main project features:
LEV supports the Uganda Parents of Persons with Intellectual Disabilities (UPPID). LEV has provided support to capacity building to UPPID at national and district level, including
assistance to strengthen UPPID’s advocacy work towards authorities at both levels. In 2013, LEV expects to prepare a final support, including an exit strategy for the assistance
to UPPID.

 

Service provided:
HN Consultants provided services to document main results achieved and lessons learnt regarding the collaboration with LEV during the period 2003-2013. Also, our company assessed current capacity of UPPID and identified feasible approaches for the final support to UPPID, including inputs for the exit strategy.

Review of Environmental Support

Danida / Danish Ministry of Foreign Affairs

Main project features:
Annual Review of Phase II of Danish Support to the Environment Sector (ESPS II). Review carried out according to Danish Aid Management Guidelines.

 

 

Service provided:
HN Consultants won this tender and contributed with two consultants. They revised the overall programme components, and were also responsible for a particular review on support to decentralised authorities (municipal level), addressing aspects of institutional support, local government planning, decentralised management, support mechanisms, decentralised finance information, capacity strengthening, programme governance and management, etc.

The two members carried out a review of documentation; meetings with multiple stakeholders at central and municipal level; discussion with embassy and present programme staff; discussions on draft programme, including institutional set-up; formulation of findings, conclusions and recommendations.

 

Review of “Strengthening the Disability Movement in Ghana”

CLIENT:
Danish Association of the Blind, Danish Association of the Disabled, Danish Deaf Federation, Disabled People Organisations – DK.

Main project features:
Advocacy, organisational strengthening and services within disabled people’s organisations. Access to the district assemblies’ fund.

 

Service provided:
HN Consultants provided the team leader who, together with a local consultant, assessed the progress at national level and in four districts for the joint disability project, including advocacy on policies, organisational development and fundraising capacity. Partners are Ghana Federation of the Disabled, Ghana National Association of the Deaf, Ghana Blind Union and Ghana Society of Physically Disabled. Findings and recommendations were presented and discussed in Ghana with partners and in Denmark with the four Danish organisations and the Danish Ministry of Foreign Affairs.

 

Evaluation of the Afrobarometer project

CLIENT:
Swedish International Development Assistance (SIDA)

Main project features:
The Afrobarometer (AB) Network conducts comparative national surveys measuring public opinion and attitudes on democracy, governance, social conflict, and civil society in 20 African countries.

 

Service provided:
HN Consultants provided all four members of the evaluation team. The assignment included a comprehensive desk review of information, a survey to main partners, selection of partners to visit according to criteria, field visits to seven Afrobarometer countries, debriefing in each country and draft reporting.
