The EU-supported project focused on strengthening 11 anti-torture centres to provide better services to the torture victims. Delivery of holistic torture rehabilitation services and advocacy were promoted. Holistic services mean that the anti-torture centre provides, among others, both social and psychological assistance as well as support to economic rehabilitation. The goal is that torture victims can become pro-active participating citizens in the social, economic and political development of their communities.
HN Consultants provided services to assess progress and provide recommendations for adjustments of the project. The assignment initiated with the preparation of questionnaire to a selected number of partner centres, and interviews with the IRCT Secretariat. Hereafter, the team undertook field visits to three countries and, based on these findings, drafted the report. Focus was on the EU evaluation criteria: relevance, effectiveness, efficiency, identification of outcome and impact and sustainability.
