The evaluation was carried out in accordance with the evaluation criteria with focus on effectiveness, impact and sustainability, as well as eight specific evaluation questions related to documentation of results and changes achieved through Danish development assistance, the “value added” of the Danish approach and lessons learned.
Service provided: HN Consultants ApS provided an expert on rights, governance and human rights as one of two core consultants to support the team leader. On governance, a desk study of four programme phases of human rights and good governance was carried out (1999-2003, 2003-2008, 2009-2013 and 2014-ongoing). In addition, support to the peace process was revised. In Nepal, beneficiaries and partners from both civil society and the government were interviewed at local and national levels. A draft input was provided to the team leader, and the consultant participated in workshops and meetings with the Danish Ministry of Foreign Affairs.
