Documentation for Communication of Result from Danish Development Cooperation on Environment, Energy and Climate

Project features:

The Environmental Support Programme, with the current third programme phase (ESP3) is running from 2013 to 2017 (subsequently extended up to end of 2018). The overall ESP3 objective is to support the Government of Indonesia in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation.  The objectives of the consultancy are to document ESP3 key results and challenges and prepare a ‘forward looking’ Green Opportunities paper outlining ideas on the way forward once the bilateral cooperation terminates. This paper will be disseminated to Indonesian and Danish stakeholders and the public in general; and will be used during strategic communication events to be held in April – November 2018 (in Indonesia and Denmark).

 

Services provided:  HN Consultants ApS provided an international publication specialist for the assignment in charge of drafting of a publication: ”Denmark in Indonesia – Providing Green Opportunities” . The publication included the following elements: i) brief history of Danish environmental support to Indonesia; ii) presentation of green opportunities related to strategic themes including environmental safeguards, renewable energy and energy efficiency, forest management and climate; waste-to-energy (Central Java and waste master plans), and oceans.

Review and Documentation of Experience with Strategic Environmental Assessment (SEA)

Country: Indonesia, 2017

Project features:

Indonesia and Denmark have been implementing the Environmental Support Programme since 2005, with a third programme phase (ESP3) running from 2013 to 2018. The objective of the assignment was to review and document relevant experience and formulate key lessons learned on the application of SEA from 2007 until today, present the experiences and lessons learned at a planned national SEA conference, and compile and prepare a set of conference proceedings.

 

Services provided:  HN Consultants provided the consultant in charge of the experiences and lessons learned documentation process as well as one of the keynote conference presentations. The consultant prepared the following outputs: 1. SEA experience in Indonesia since 2007 reviewed, annotated, and documented; 2. Results of SEA review presented at the planned national SEA conference in early December 2017; 3. Proceedings of the national SEA conference prepared.

Final learning and documentation review of the Civil Action for Socio-economic Inclusion Programme

Country: Vietnam, 2017-2018

 

Client: CARE Denmark

 

Project features

In Vietnam, the Civil Action for Socio-economic Inclusion (CASI) supported the rights of ethnic minorities in the Northern areas. The objective was to enable remote ethnic minorities who are land poor, have weak resilience to hazards and shocks, and in particular women, to participate equitably in the economy and have legitimate and respected voice.  The CASI programme, funded by Danida through CARE Denmark, was implemented by CARE over an eight-year period. The purpose of the learning review and documentation was to draw out the major achievements of the CASI programme.

 

Services provided

HN Consultants provided the team leader to this assignment, who was in charge of the field visit to northern Vietnam, as well as data collection from governmental representatives, donors, organisations and key informants at national level. In collaboration with a national consultant, the team leader prepared a report containing analysis on four topics: i) CASI approach and added value to civil society strengthening in Vietnam; ii) approaches to promote Ethnic Minority lead Community Based Organisations and networks, iii) lessons learned from the use of diverse approaches to advocacy; iv) experiences and lessons from the phase out from long term civil society partnership during 2015-2017.

Evaluation of Danish-Nepalese Cooperation

Country: Nepal, 2017

Client: Finnish Consulting Group for Danida

Features: All major development cooperation programmes supported by Denmark and carried out between 1991 and 2016 were examined during the evaluation. The programmes included support to governance, human rights, peace, education, environment, the dairy sector as well as support to renewable energy. The evaluation was carried out in accordance with the evaluation criteria with focus on effectiveness, impact and sustainability, as well as eight specific evaluation questions related to documentation of results and changes achieved through Danish development assistance, the “value added” of the Danish approach and lessons learned.

Service provided: HN Consultants ApS provided an expert on rights, governance and human rights as one of two core consultants to support the team leader. On governance, a desk study of four programme phases of human rights and good governance was carried out (1999-2003, 2003-2008, 2009-2013 and 2014-ongoing). In addition, support to the peace process was revised. In Nepal, beneficiaries and partners from both civil society and the government were interviewed at local and national levels. A draft input was provided to the team leader, and the consultant participated in workshops and meetings with the Danish Ministry of Foreign Affairs.

Evaluation of Capacity Building of Organisations of the Blind under the Framework of the World Blind Union, Asia Pacific region. Phase III.

Countries: Mongolia, Laos and Myanmar, 2017.

Client: Danish Association of the Blind

Project features: The Danish Association of the Blind (DAB) implements a capacity-building project, financed by Danida, with the Mongolian National Federation of the Blind, the Lao Association of the Blind, the Myanmar National Association of the Blind and the World Blind Union, Asia-Pacific Region. The project supports three areas: organizational development of the partners, so they can carry out general assemblies and improve human resources and knowledge; advocacy, so that partners can participate in dialogue with and influence duty-bearers; and finally, basic skills and empowerment where blind persons learn about mobility & orientation, braille, and how to engage in the organization.

Service provided: HN Consultants ApS provided the team leader and three local consultants from each of the three countries. The evaluation was carried out according to evaluation criteria, including relevance, effectiveness, efficiency, impact and sustainability. An inception note was prepared based on a desk review of all available material. The evaluation of each partner’s activities was based on a self-assessment, field visit, including interviews with beneficiaries, leaders from blind organisations at local and national levels, governmental institutions as well as other international stakeholders. The findings were discussed in a debriefing with the partners and DAB.

Support to Final Reports for two Danida programmes (Governance & Justice)

Project features: The assignment’s objective was to prepare Draft Programme Completion Reports for each of the following two programmes: 1) Governance and Public Administration Reform Programme and 2) the Justice Partnership Programme (co-financed with the European Union and Sweden). The first programme includes support to three components: i) improved public administration in five provinces; ii) human rights education & research in two universities and a research academy iii) strengthening of the office of the national assembly and the promotion of public participation and accountability in law-making and policy development processes by strengthening engagement of Non-Governmental Organisations. The second programme includes support to three components: i) support to judicial reform through state institutions, namely the Supreme People’s Court; the Supreme People’s Procuracy and the Ministry of Justice; ii) support to the Vietnam Bar Association; and iii) establishment of a Justice Initiatives Facilitation Fund, supporting the Non-Governmental Organisations’ role in the justice sector.

Environment Support Programme, Phase III

Project features: The objectives of the Danida Review were to: 1) Assess the progress of the Environment Support Programme (ESP3) activities including progress of component activities, partner coordination, programme management, implementation of pilot projects, and programme budget; 2) provide recommendations to the ESP3 and the Embassy for the programme transition strategy and synergy, unused budget from The Borneo Initiative (TBI) and possible continuation of Danida’s Support to Harapan Rainforest or corresponding reallocation; and 3) to provide recommendations to the ESP3 Programme Steering Committee on the un-allocated budget.

Service provided: HN Consultants provided a full team in support of the Technical Advisory Service, including a Climate change expert, a Forest management expert and a Local expert on environment. The Team provided inputs for the Mission Preparation Note and for the Review Aide Memoire outlining the current programme status, conclusions and recommendations addressing key issues.

 

Evaluation of Justice Partnership Programme

Vietnam 2015

European Union’s Delegation in Hanoi, Vietnam.

Project features: The Programme includes three components: 1) Support to State institutions, namely Supreme People’s Court, the Supreme People’s Procuracy and the Ministry of Justice; 2) support to the Vietnam Bar Federation (joint donor support from the EU-Denmark-Sweden); and 3) support to the Justice Initiatives Facilitation Fund (JIFF). The Programme was a result of a joint donor support from the three donors European Union, Denmark and Sweden.

Service provided: HN Consultants was sub-contracted by NIRAS, a company which carried out the evaluation together with IBF. HN Consultants provided one of the two main categories of experts to conduct the evaluation. During the evaluation, the team used the DAC criteria (Relevance, Effectiveness, Efficiency, Sustainability, Outcome and Impact). The consultant assigned by HN Consultants focused on the support provided to the Vietnam Bar Federation (component 2) and through JIFF to civil society organisations (component 3). A questionnaire was used to collect information from NGOs, in addition to interviews with key stakeholders.

Final Reports for the Programme on Strengthening the Capacity of the Inspectorate System (POSCIS)

Main project features:
The objective of the assignment was to assess overall programme performance and to facilitate the partners’ and Embassy’s (in collaboration with other donors) joint assessment of the fulfilment of POSCIS’s immediate objectives. In addition, the consultancy identified lessons learnt. The purpose of the programme is “to build inspectorate institutions that are ethical, consolidated, professionalised, and capable of effectively implementing inspection, complaint and denunciation handling, and anti-corruption tasks”. Since 2006 the programme has been jointly funded by Sweden, the Netherlands, Canada and Denmark.

Service provided:
HN Consultants provided the team leader for the assignment. With support of a national consultant, he was in charge of guiding and conducting consultations with all necessary stakeholders for the preparation of an overall Programme Completion Report and supporting the ten partners (the government inspectorate, four ministries and five provincial inspectorates) in the preparation of their final reports. Both the overall completion report and each of the ten partners’ final report included an assessment of programme performance and lessons learnt.
